RESOLUTION PROCLAIMING EXISTENCE OF A LOCAL EMERGENCY By City Manager
WHEREAS, Section 2.48.050 of the San Bruno Municipal Code empowers the Director of Emergency Services (Director") to proclaim the existence of a local emergency when the City of San Bruno is affected or likely to be affected by a public calamity and the City Council is not in session; and
WHEREAS, the Director of Emergency Services is identified in the Municipal Code as the City Manager; and
WHEREAS, the City Manager, acting as Emergency Services Director, does find:
1. That conditions of extreme peril to the safety of persons or property have
arisen within said City, resulting from the global pandemic and associated local impacts caused by the outbreak of the Covid-1 9 virus; and
That these conditions are or are likely to be beyond the control of the
services, personnel equipment, and facilities of said City; and
3. That the City Council is not in session and cannot immediately be called into session; and
4. That the emergency requires the City Manager, acting as Director, to exercise the powers and duties specified in Section 2.48 of the San Bruno Municipal Code.
NOW, THEREFORE, IT IS HEREBY PROCLAIMED that a local emergency now exists throughout the City; and
IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of said local emergency the powers, functions and duties of the emergency organization of this City shall be those prescribed by state law, by ordinances and resolutions of this City, including the City of San Bruno SEMS Multi-hazard Functional Plan, as approved by the City Council; and
IT IS FURTHER PROCLAIMED AND ORDERED that said local emergency shall be deemed to continue to exist for the next seven (7) days, and thereafter by ratification of the City Council, until its termination is proclaimed by the City Council.
