We
need to abolish the separate CA fuel formulation standard and just join
the national standard set by EPA. Decades ago when we wrote our
own standards, they were much higher than the national version, and
provided serious environmental benefits. At this point, the EPA
standards have largely caught up, and we're just pointlessly creating a
separation between our market and the rest of the country, making
ourselves dependent on a handful of refineries, so a glitch at any one
of them risks causing a major shortage in our market. There are
solid research papers suggesting we could knock easily 25 cents, maybe
as much as a dollar, off the price per gallon, at near-zero cost to our
air quality.
