PUBLIC COMMENT: In person attendees who want to provide public comment, will be asked to fill out a speaker card and turn it into the City Clerk. Public comment may also be emailed to CityClerk@sanbruno.ca.gov. Comments received via email will not be read aloud during the meeting. Under the Brown Act, the City is only obligated to allow public comment on topics that are within the subject matter jurisdiction of the City Council. If a speaker is commenting on a topic that is not within the City Council’s subject matter jurisdiction, the City reserves the right to pause the timer and ask the speaker to comport his or her comments consistent with the Brown Act’s requirements. If a speaker is unable to do so, the City reserves the right to consider the speaker disruptive and remove them from the meeting.

Individuals will be allowed, subject to the Mayor’s discretion based on the anticipated length in the meeting, up to
three minutes to speak on items that are not on the agenda but are within the subject matter jurisdiction of the City
Council. It is the Council’s policy to refer matters raised in this forum to staff for investigation and/or action where
appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not on the agenda.
 
5.          ANNOUNCEMENTS/PRESENTATIONS

There is a single public comment period for all items in this section
a.    Tomorrow marks 16 years since the tragic 2010 PG&E pipeline explosion and fire. We pause to honor and remember the lives lost, those who were injured, and all who were forever impacted. Our community remains united in remembrance and resilience.

b.    The Fall Community Clean­up Event with Recology is happening on Saturday, October 10th from 8:00 am to 11:00 am at Skyline College Parking Lot N. San Bruno residents are invited to bring unwanted bulk items to this self­service dropoff event. Each household may dispose of up to 3 cubic yards of materials.

c.    The Fall Compost Giveaway with Recology is happening on Saturday, October 10th and Sunday, October 11th from 8:00 am to11:00 am at Lions Field. Residents are welcome to take home a free bucket of compost to help enrich their gardens.

d.    Proclamation Recognizing September 2026 as Recovery Happens Month

e.    Proclamation Recognizing September 2026 as Suicide Prevention Month

f.     Proclamation Recognizing September 15 to October 15, 2026 as Hispanic Heritage Month

g.    Receive presentation from Caltrain

All items are considered routine or implement an earlier Council action and may be enacted by one motion; unless
requested by a Councilmember. There will be a single public comment period for all items in this section unless a
Councilmember requests to pull an item for a separate vote.
 
a.    Approve the Draft Special Meeting Minutes for August 24, 2026 and August 25, 2026 and Regular Meeting Minutes for August 25, 2026

e.    Consider Adoption of a Resolution Authorizing the City Manager to Execute a Services Agreement with Recology San Bruno for Illegal Dumping Collection Services on Caltrans­ Owned Property in an Amount Not to Exceed $200,000 for a One­Year Term and Determining the Project is Exempt Under the California Environmental Quality Act

f.    Consider Adoption of an Ordinance Entitled “An Ordinance of the City Council of the City of San Bruno Amending Chapter 6.48 of the San Bruno Municipal Code Regarding Penalties for False Alarms”
