PUBLIC COMMENT: In person attendees who want to provide public comment, will be asked to fill out a speaker card and turn
it into the City Clerk. Public comment may also be emailed to cityclerk@sanbruno.ca.gov. Comments received via email will not
be read aloud during the meeting. Under the Brown Act, the City is only obligated to allow public comment on topics that are
within the subject matter jurisdiction of the City Council. If a speaker is commenting on a topic that is not within the City Council’s subject matter jurisdiction, the City reserves the right to pause the timer and ask the speaker to comport his or her comments consistent with the Brown Act’s requirements. If the speaker is unable to do so, the City reserves the right to consider the speaker disruptive and remove them from the meeting.

Individuals will be allowed, subject to the Mayor’s discretion based on the anticipated length in the meeting, up
to three minutes to speak on items that are not on the agenda but are within the subject matter jurisdiction of the
City Council. It is the Council’s policy to refer matters raised in this forum to staff for investigation and/or action
where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not on the
agenda.

5. ANNOUNCEMENTS/PRESENTATIONS
There is a single public comment period for all items in this section

a.    Join the San Bruno Police Department in celebrating National Night Out on Tuesday, August 4, 2026, from 5:00 pm to 8:00 pm. National Night Out is a communitybuilding campaign that promotes crime prevention awareness, policecommunity partnerships and neighborhood camaraderie. Throughout the evening, private neighborhood celebrations will take place across the City, with police officers, fire fighters, and other city staff visiting participating communities to connect with residents and celebrate together.

b.    The nomination period for the November 2026 General Municipal Election closes on August 7,
         This November, Districts 1 and 4, as well as the At Large Mayor, will be up for election. For information about the November 2026 election, please visit sanbruno.ca.gov/Elections

c. There is no regular City Council meeting on the second Tuesday in August. The next regular City Council meeting will be held on August 25, 2026 at 7:00 pm

be no separate discussion, unless requested by a Councilmember. There will be a single public comment period for
all items in this section unless a Councilmember requests to pull an item for a separate vote.

a.    Approve the Draft Special Meeting Minutes for June 23, 2026

b.    Approve Accounts Payable for July 13, 2026 and July 20, 2026

c.    Accept Payroll for June 28, 2026 and July 12, 2026

d.    Approve Investment Report Dated June 30, 2026

e.    Consider Adoption of a Resolution Authorizing the City Manager to Execute a Memorandum of Understanding with the Rotary Club of San Bruno to Establish a Partnership in Support of Events and Projects that Benefit San Bruno Residents, and Determining the Project is Exempt Under the California Environmental Quality Act (CEQA)

a.    Consider Adoption of a Resolution Authorizing the Adjustment of Various Development Impact Fees, InLieu Fees, and Capacity Charges and Making a Finding of Exemption under the California Environmental Quality Act (CEQA)

b.    Consider Adoption of a Resolution Updating and Establishing Various User and Regulatory Fees and Finding Such Action Exempt Under the California Environmental Quality Act (CEQA)

Consider Adoption of a Resolution Submitting to the Voters at the November 3, 2026 General Municipal Election a Measure that Proposes Adoption of an Ordinance Repealing Initiative Ordinance No. 1284 Relating to Voter Approval to Permit Buildings Exceeding Three Stories or Fifty Feet in Height, Any Increase in Residential Units or Occupancy in Residential Zoning Districts in Excess of Limits Permitted on October 10, 1974, Multistory Parking Structures, and Development that Encroaches Upon, Modifies, Widens or Realigns Crystal Springs Road Between Oak Avenue and Junipero Serra Freeway, and Sneath Lane from El Camino Real to the Westerly City Limits; Requesting that Such Election Be Consolidated with the Statewide General Election Held On That Date; Taking Certain Other Actions; and Finding Such Action Exempt From CEQA; and Adopt a Resolution Setting Priorities for Filing Written Arguments and Authorizing Rebuttals for a City Measure to Repeal San Bruno Ordinance No. 1284

b.    Consider Adoption of a Resolution Submitting to the Voters at the November 3, 2026 General Municipal Election a Measure that Proposes Adoption of an Ordinance to Prohibit the Sale, Use, or Discharge of Safe and Sane Fireworks, Requesting that Such Election be Consolidated with the Statewide General Election held on that Date, Taking Certain Other Actions, and Finding Such Action Exempt From CEQA; and Adopt a Resolution Setting Priorities for Filing Written Arguments and Authorizing Rebuttals for a City Measure that Prohibits the Sale and Use of Safe and Sane Fireworks in the City of San Bruno

c.    Consider Adoption of a Resolution Submitting to the Voters at the November 3, 2026 General Municipal Election, a Measure to Modernize and Simplify the Business License Tax, Requesting that Such Election be Consolidated with the Statewide General Election Held on that Date and Taking Certain Other Actions; and Adopt a Resolution Setting Priorities for Filing Written Arguments and Authorizing Rebuttals for a City Measure that Modernizes Business License Tax
