RE: Candidacy of Jennifer Blanco for reelection to San Bruno Park School District Board of Trustees
I was an educator for 35 years and a Superintendent for 8 years. I
retired from my career this past June, after one year as Interim
Superintendent in San Bruno Park School District. I loved working with
the San Bruno community and your students. Because of that, I have a
duty, from my personal experience, to shed light on the misleading
statements made by Jennifer Blanco in her announcement to seek another
four-year term on the school district’s Board of Trustees. My
experience with her complete disregard for collaborative governance was
like nothing I experienced in my lengthy career.
Fact Check: Ms. Blanco’s announcement states that all her children attended
SBPSD schools. She left out that she withdrew one of her children from
SBPSD for two years to send to private school. Ms. Blanco told me
personally that she would never have her children attend PKIS.
Respecting that this was her choice and that trustees are not required
to have their children attend district schools; nevertheless, she is
not transparent about that fact.
Fact Check: Ms. Blanco’s statement suggests that she has experience and
leadership that are assets and worthy of reelection. While she has
indeed made some positive contributions during her tenure, for which
she was always duly recognized, that has been offset by a long history
of refusing to be part of the governance team whose sole goal was/is to
improve the education for San Bruno students. That was the basis for
the Censure, accompanied by documentation, that was voted on at the
public meeting of the Board on June 24th, 2020. Trustee Blanco consistently
violated Board bylaws and protocols which created a toxic environment.
Quoting from the Censure Resolution: “Whereas, over her tenure on the Board,
Member Blanco has repeatedly directed…remarks, specifically against
fellow Board Members, District Staff and District consultants; and
Whereas Member Blanco’s past and current remarks, and bullying behavior,
set an unacceptable example for the students of the San Bruno Park School District,
and for students everywhere”.
What is important to note about the Censure and documentation supporting
it, is that Ms. Blanco’s behavior was so egregious, wasting
valuable resources of time and money to undo the damage she
created, that I broke precedent in my career by speaking at
length at that Board meeting, before the Censure vote was taken,
detailing Ms. Blanco’s impedance of progress and how it drove away
educational leaders from the District – not just superintendents, but
business officials and directors. Quoting from the Censure Resolution:
“Whereas, over her tenure on the Board, Member Blanco has repeatedly
directed similar remarks, specifically against fellow Board Members,
District Staff and District consultants”.
The District is on its fifth superintendent in five years. The common thread in their departure is Jennifer Blanco.
In terms of representing San Bruno on the Board, the Censure further
precludes Ms. Blanco from attending or serving on District committees,
thereby crippling her ability to fulfill all the responsibilities of an
elected board member. Quoting from the Censure Resolution, “Now
Therefore Be It Further Resolved that the Board of Trustees of the San
Bruno Park School District removes Trustee Jennifer Blanco of her
position as observer for the Board at meetings of District committees”.
Again, I am taking this unprecedented action of sharing the facts as I know
them first hand because toxicity, bullying and lack of support for the
leadership of the District is not in the best interest of the welfare
of the children the District serves in San Bruno.
RESOLUTION OF THE
GOVERNING BOARD OF TRUSTEES OF THE
SAN BRUNO PARK SCHOOL DISTRICT

CENSURE OF TRUSTEE MEMBER JENNIFER BLANCO
WHEREAS, the Trustees of the San Bruno Park School District (District) are committed to the effective operation of the Board of Trustees (Board) and to provide governance and leadership for the District; and
WHEREAS, the Board needs all five Trustees to contribute to fostering a positive working environment for the District staff and for colleagues of the Board, and for providing a productive and respectful educational environment for our students; and
WHEREAS, the Board reaffirms its commitment to civil, respectful debate and adherence to proper parliamentary procedure, where every Trustee shall have a duty to allow others to speak, where interrupting the proceeding is NOT tolerated and parliamentary measures will be respected, including speaking only when allowed through the Chair; and
WHEREAS, the Board openly and properly committed itself to upholding policies providing for open, honest, and respectful communication, adherence to state law and policies governing the Board’s actions and behaviors, and to acting in concerted fashion to set an example of positive leadership for the District; and
WHEREAS, on December 9, 2015, Jennifer Blanco took an oath, consistent with the Constitution of the United States, the Constitution of the State of California, the California Education Code, California Government Code and the bylaws of the San Bruno Park School District, to faithfully discharge the duties of a member of this Board of Trustees; and
WHEREAS, implicit in that oath is the obligation to conduct oneself in a manner that fosters respect for this Board Members and District staff, engenders trust in its judgment and good standing in the district and this community; and
WHEREAS, at the April 10th, 2019 and May 13, 2020 public meetings of this Board, Member Blanco made remarks that were egregiously inappropriate, insensitive and offensive to the District staff, other Board Members, and violated District Board Bylaws 9000, 9005, 9012, 9200, 9290, and the San Bruno Park School District Governance Handbook adapted March 20th, 2019; and
WHEREAS, over her tenure on the Board, Member Blanco has repeatedly directed similar remarks, specifically against fellow Board Members, District Staff and District consultants; and
WHEREAS, Member Blanco’s past and current remarks, and bullying behavior, set an unacceptable example for the students of the San Bruno Park School District, and for students everywhere; and
WHEREAS, an employee of the District would likely be subject to reprimand or other disciplinary action for demonstrating this repeated pattern of behavior against a fellow employee, and any student would likely be subject to suspension or expulsion for the same pattern of behavior; and
NOW, THEREFORE, BE IT RESOLVED that Member Blanco is hereby censured and reprimanded by the Board of Trustees of the San Bruno Park School District for the above referenced conduct.
NOW, THEREFORE BE IT FURTHER RESOLVED that the Board of Trustees of the San Bruno Park School District on behalf of its students and employees, respectfully requests that Member Blanco cease such conduct in her official capacity as an elected member of the Governing Board, and that she participate in the community of reasoned, vigorous and civil debate during all board meetings and closed sessions.
NOW, THEREFORE BE IT FURTHER RESOLVED that the Board of Trustees of the San Bruno Park School District removes Trustee Jennifer Blanco of her position as observer for the Board at meetings of District committees.
