As Californians face the Tax Day deadline to pay the highest
state income tax rates in America, the Howard Jarvis Taxpayers
Foundation has released its 2026 “Follow the Money” report, titled
“Broken Promises: The Failure of Homelessness Spending in California.” The report by economist and journalist Adam B. Summers highlights the overall increase in homelessness as spending escalated along with tax increases. At the same time, troubling issues with transparency have impeded oversight and accountability. The report looks at the growth of homelessness statewide and specifically in the cities of San Francisco, San Jose, Los Angeles and San Diego. “The Howard Jarvis Taxpayers Foundation seeks to inform Californians about taxes and government spending,” said Jon Coupal, chairman of the Foundation and president of HJTA. “In this ‘Follow the Money’ report, taxpayers can see the overall picture of how their tax dollars have been spent on homelessness, and the outcomes of that spending.” Download the report here. |
