Councilman Hamilton - Update on Downtown Paid Parking

Here’s a quick recap of last night’s Special Meeting on Downtown Parking, detailing the direction was given by Council to staff to improve the program. These directions will need to come back to Council for approval in the form of a resolution, and staff will need to estimate timelines for each item so we cannot say yet when each change will go into effect.

1. We approved staff’s recommendation to bring on a master technician to service the parking meters, as more regular service is already showing to improve the reliability of the meters.

2. We approved a second staff recommendation regarding reinstallation of a subset of meters that staff has determined should be moved or reoriented for better performance.

3. We directed staff to find a dedicated parking smartphone app that is compatible with our system to improve the mobile experience.

4. We directed staff to change the start time of paid parking to 10am daily, from the current 8am.

5. We directed staff to remove the underperforming meters on El Camino Real. The 2 hour parking limit during the day, which was in place before the meter installation, will remain in force.

6. We directed staff to investigate the feasibility of offering a 50 cents for 1 hour option in the city lots. The specific direction was to offer for 50 cents if paying cash, or 50 cents + processing fee if paying by card.

7. We directed staff to investigate changing the repayment terms of the general fund loan to the parking program and bring us options as part of the 2025-26 budget process.

8. Lastly, we did NOT approve a motion to raise parking rates to cover the loss of revenue that will result from #4, #5, and #6.
Speaking for myself, my position is that we need to stabilize the issues with the kiosks before even considering raising rates.
